A BER is similar to the energy label for a household electrical appliance like your fridge or washing machine. The label has a scale of A to G. A-rated buildings are the most energy efficient and G the least efficient.

From the 1st of January 2009 a BER certificate must be available to prospective clients for all buildings when the building is offered for sale or rent.

On new buildings, the BER assessments will also help determine compliance to Part L of the Building Regulations. If the building is not yet constructed, but for sale, then a Provisional BER must be procured based on the building design. Once the building is completed, the Provisional BER is upgraded to a full BER.

A BER is calculated based upon the major building elements. Measurements of areas of external walls, roofs, floors, windows, and doors are taken as well as assessing levels of insulation found in each element. Ventilation and air tightness,heating systems, renewable energy systems and lighting all have an impact on a BER rating for a particular building.

A BER is only an indication of the energy performance of a building. Actual energy usage will depend on how the occupants use the building, variations in weather conditions, etc.

A BER makes the energy performance of the building visible to prospective buyers and tenants and enables them to take energy performance into consideration when purchasing or making rental decisions. When a BER is procured for an existing building, an advisory report is also included which recommends certain energy saving measures.

A BER is valid for up to 10 years provided that there is no material change to the building that could affect its energy performance e.g. added extension. The maximum term of validity of a provisional BER certificate is 2 years.

Overy + Associates employ two full time registered domestic BER assessors, and two full time registered non-domestic BER assessors, so can achieve quick turnaround times. Our BER assessors hold a degree in Building Services Engineering or other related building qualifications and are members of accredited Engineering Associations. Because we do both domestic and non-domestic BER's, we are ideally placed to provide BER's and mixed use buildings.

Public service building over 1,000 m2 in floor area i.e. larger schools, libraries, local council offices etc require a Display Energy Certificate (DEC) which should be located in a prominent place visible for the public to see. The DEC is based on actual energy consumption and is required to be updated every year.
